Scottish Federation of Model Boat Clubs

The Scottish Federation of Model Boat Clubs was set up by the Clubs for the benefit of the clubs and to be run by the clubs.

 

Constitution

The following is the as in force at 28.2.2011.

1 The primary aim of the Federation is to support and further all aspects of
model boating.

The Federation will provide support to any member club or individual member.

2 All disciplines will have equal status within the Federation.   No inter­
disciplinary arguments will be tolerated; I.e. All aspects of model boating
will be given full support of the Federation.

3 The Federation's constitution shall not in any way take precedence over
any member clubs' constitution.

4 In the event of a conflict between the aims or rules of the Federation and
any other official body that a member club is affiliated to, the club shall
have final say.

5 Membership of the Federation will not restrict a clubs membership of any
other body.

6 As the Federation is governed by its member clubs the Federation can only mediate in disputes between clubs. Any matters that the Federation deems to require disciplinary action must be agreed by the clubs.

7 The Federation shall ask a member club to host the annual regatta.

8 The host club's rules will apply to all events and meetings.

 

a. All Federation members may participate if they so wish subject to local
restrictions.

b. All Federation affiliated Club and Federation organised events are open to all-comers.

c. When hosting the Federation Regatta the Federation rules apply.

 

9 Health and Safety. Check local authority requirements. At events organised by member clubs a risk assessment should be done prior to each event and appropriate measures taken if required.

No steam driven plant will be allowed to operate at any meeting, venue or event unless it meets the requirements of the Pressure Vessel Directive.

10 Meetings :The A.G.M. Will be held on the last Sunday in February. The nominations, and elections for President, Chairman, Secretary and Treasurer will be held. The financial statement for the previous year will be submitted and the fees will be fixed.

a. Each Club will only have one vote at an AGM or EGM. Clubs not attending will be able to vote by post.

b. An Individual member will have one vote.

c. There will not be any proxy voting.

d. A motion before the meeting can only be passed by a vote of 50%+1, this includes any proxy votes.

e. Only motions on the Agenda can be voted on. Points brought up during AOCB may be discussed and if a vote is required it will be held over to the next AGM and be placed on its agenda.

11 Fees:

The fees shall be fixed at the A.G.M. In February and paid by member clubs and individual members by 30th June each year. Fees for new members joining after the 30th June will be payable up to the end of that year. Membership is for the duration of the fee period.

Model clubs that have a boat building section shall pay a fee for each boat-modelling member.

It would be preferred that club/member fees are paid by EFT, Standing order or Direct Debit to the Federation Treasurer.

Names of all club members must be submitted to the Federation Secretary and must be updated regularly (insurance purposes).  

 

12 Committee:

The elected committee will consist of the following :   

President;

Chairman;

Secretary;

Treasurer;

And two members elected from the affiliated Clubs.

 

a. Two members of the elected committee must be from clubs in the east of the Scotland and the other two from the west and must be or, have been committee members of their own club when elected and, if Individual members must have held a committee post in a model boat club. This is providing the required fees are up to date.

b. There must be a minimum of three elected committee members present at any AGM or EGM.

 

c. The elected members will serve for a period of three years from the date of election. If a member of the elected committee is discharged of their duties by the clubs, or has to step down for other reasons the post can lie vacant for the remainder of that year. If two or more members of the elected committee leave this committee then representatives from the clubs can fill the posts until an election is held (AGM or EGM). Elected committee when standing down must hand on all Federation information relating to the office they held to their successor.

 

13. Minutes of an AGM or EGM will be posted (surface mail or EMAIL) to member clubs within 28 days of the meeting.

Notice of the AGM with detailed agenda will be posted to all Clubs and individual members at least one month prior to the meeting.  All clubs must acknowledge receipt of the agenda. (Phone post email)

 

14. The Federation accounts will be audited by two of the nominated club representatives, they will not be from the same club. The choice of clubs will be agreed at the AGM. Competent persons outside of the Federation may also be contracted to examine the accounts.

 

15.  The Federation is charged to obtain public liability insurance for the clubs or members requiring it.

The criteria being that it allows any member of any affiliated club or individual member to sail on any recognised sailing place within the U.K. at any time.

 

16.   In the event of the Federation being dissolved any monies should go to a nautical charity, e.g. the RNLI.

 

17.  All communications to the Federation will be via a club secretary and authorised by that club committee. Likewise any electronic communication for or about the Federation must also be vetted and will be via a club secretary and authorised by that club committee.

Any inter-club communication that mentions the Federation must be copied to the Federation. Individual members must comply with the above but direct to the Federation committee.

 

18. An EGM may be called (decide agenda) and all clubs will be given one months notice.

Alterations:

Alterations to this constitution can only be approved at the A.G.M. Or special meeting convened for that purpose.
